MedGlobal is a global non-profit humanitarian organization that provides medical and health education services to people in need, including refugees and displaced people, in disaster-stricken and underserved areas. The organization is made up of medical and public health professionals from diverse backgrounds.

As the new Country Representative, you are responsible for the development and implementation of the MG strategy in Yemen. Within an agreed national annual plan, you will deliver an increasing number of high-quality programs and successfully pursue funding growth. He/she is able to balance principle with pragmatism, focus on meeting the humanitarian imperative and possesses strong diplomacy, representation and communication skills. In addition, you will maintain relationships with strategic stakeholders and ensure sound financial management. Together with your team and with the support of our international office, you are responsible for the overall and long-term success of the programs in Yemen. The Country Director ensures timely, compliant and impactful implementation while ensuring the safety and security of staff and visitors in Yemen. As a Country Representative, you will also focus on team management and development, as well as quality control and evaluation.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The Country Representative has the following responsibilities and duties:
STRATEGY & VISION
- Formulate, plan and communicate a clear vision of current and future program goals and strategies to team members and stakeholders that translate into concrete programs and work plans.
- Lead the annual national planning process and provide strategic updates.
- Set direction by prioritizing and organizing actions and resources to achieve program and agency goals.
- Use technical support teams collaboratively.
- Explore, evaluate and present new country and project funding opportunities that leverage impact and integrate initiatives and activities, support and lead related fundraising activities with institutional and private donors.
- Develop team capacity, deepen understanding of their roles and assist in career development.
- Assist team members with information, tools, and resources to improve performance and achieve goals.
- Promote accountability, communicate expectations and provide constructive feedback informally and formally through regular one-on-one interviews and performance reviews.
- Create and maintain a work environment of mutual respect where team members strive for excellence.
- Hire, orient and lead team members as needed.
PROGRAM OPERATIONS MANAGEMENT
- Oversee program quality and impact ensuring that programs are based on sound design principles and utilize M&E systems required by MG and donors.
- Ensure efficient and transparent use of resources in accordance with MG and donor policies/procedures.
- Oversee the budget management of subrecipients/subcontractors, as applicable.
- Build and maintain operational systems that ensure proper administrative support for programs, as well as segregation of duties between finance and operations.
- Adhere to MG’s minimum program management standards based on the organization-wide guide.
- Ensure that all interventions adhere to MG’s Gender Policy, Do No Harm Principles and Beneficiary Accountability Standards.
FINANCE AND COMPLIANCE MANAGEMENT
- Ensure compliance with donor and MG regulations relating to emergency programming.
- Draft and/or revise scope of work to hire and manage technical consultants, including review of technical effectiveness and contract budget.
- Build and maintain operational structures that ensure appropriate segregation of duties between finance, administration and logistics and fully support field programs.
INFLUENCE & REPRESENTATION
- Represent MG programs to national and international media and participate in community activities as appropriate.
- Maintain productive relationships with internal and external constituents such as private partners, local governments, foundations, private sector, etc.
- Anticipate needs, understand the donor pool and help shape donor views on development.
- Explore, evaluate and present innovative funding opportunities that support the goals of the country as a whole.
- Demonstrate flexibility, resilience and the ability to maintain positive and calm relationships.
- Maintain high ethical standards and treat people with respect and dignity.
- Demonstrate awareness of own strengths and development needs.
- Liaise with the Regional Program Manager on critical events, high risk times, incident reports and security policy changes.
- As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to: they devote 5% of their time to learning activities that benefit MG as well as themselves.
RESPONSIBILITY TOWARDS BENEFICIARIES
- MG team members should support all accountability efforts, particularly to our beneficiaries and international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in design, monitoring and evaluation of our field projects.
Requirements and skills:
The Country Representative should have the following skills, training and experience:
- BA/S or equivalent in relevant field required; MA/S preferred.
- 5-7 years of field experience in international relief and development programs, including demonstrable success in managing complex humanitarian and development programs.
- 5 years of high-level leadership, capacity building and management experience in the field.
- Ability to respond to emergencies and disasters, should they arise.
- Knowledge of Sphere standards and other emergency response training preferred.
- Demonstrated success working effectively and respectfully with host country government, private sector, INGOs, NGO partners and other stakeholders in complex environments.
- Internationally recognized qualification in project or program management or commitment to obtain the qualification within the first months of work.
- Proven skills in financial management and grants management; previous grant management experience (donors) and (government).
- Successful and proven negotiation, communication and organizational skills.
- Excellent oral and written English skills are required; fluency in Arabic is an asset.
- Ability to work effectively with an ethnically diverse team in a sensitive environment.
