Incident investigation report

An ICLA delegation led by attorney for Secretary General Sharfuddin Ahmad visited the bereaved family of the late Faisal Hussain on 27e of May 2021. Late Faisal, was brutally killed in daylight on the 21stst May 2021 by the police officer, Gendarme Vijay Chaudhary in complicity with other police officers in Bangarmau, Unnao district, Uttar Pradesh. Faisal, 19, only won the hand of the family in the retail sale of vegetables on the sidewalk of the vegetable market located near his residence. The late Faisal’s family were traditionally small vegetable retailers. For 10 years, Faisal’s father, Islam Hussain has suffered from acute asthma and other illnesses and is therefore totally unfit. Faisal’s older brother, Sufiyan, also suffers from filariasis and blurred eyesight. Younger brother Ayaan is only 14 years old, so all the financial responsibility of the family fell on Faisal who, given the constraints, had to take the vegetables from the wholesalers in the morning on credit and after the sale use to repay in the evening in keeping the balance gained with him to lead the family.

One agent, namely Vijay Chaudhary, had unleashed a reign of terror by committing brutality on peddlers and sidewalk vendors to exploit them financially since his posting to the Bangarmau police station. The 21st in May, when Vijay Chaudhary came to the market, other people, selling vegetables and sundries, fled, but Faisal was arrested and brutally beaten afterwards, forcibly taken to the police station by Constable Vijay Chaudhary and his colleague on a motorcycle. He was killed while beating at the police station in the presence of SI and other police officers. Video of the incident in this regard has been widely disseminated. The delegation gathered the information as follows:

  1. The family’s only livelihood was killed by police, the FIR was registered and three of them were arrested.
  2. The family suffered from misery, helplessness but no financial assistance for the death of the promising boy Faisal has been provided by the government or any other organization so far.
  3. Most of the family members suffer from abilities and illnesses. The married sister has also been evicted from the husband’s home for the past 3 years and the burden is on the late Faisal’s family.
  4. The family lives in a delipidated room in a house shared by members of the extended family. No member of Faisal’s family is educated or able to earn money to support the family’s necessary expenses.

The AILC delegation was made up of Mohammad Saleem Khan, Organizing Secretary of UP SDPI, Mr. Haroon Rasheed and Yunus Siddiqui from Kanpur in addition to Sharfuddin Ahmad Advocate.
